Decree 320/2026/ND-CP on Electronic Identification

On 13 August 2026, the Government issued Decree No. 320/2026/ND-CP, amending Decree No. 69/2024/ND-CP on electronic identification and authentication.

🔎 Key highlights:

🔹 No repeated submission of integrated documents: Authorities and organisations may not require originals or copies of documents already integrated into the National Identification Application.

🔹 Broader e-ID access: Eligible foreigners lawfully entering or residing in Vietnam, as well as organisations established or registered in Vietnam, may obtain electronic identification accounts.

🔹 Faster digital integration: Connected databases can automatically synchronise documents and information with the national e-ID system.

🔹 New social welfare account: Users may integrate bank accounts, e-wallets or mobile money accounts to receive pensions, social assistance and other lawful payments.

🔹 Major compliance impact for digital businesses: Electronic transaction accounts in sectors including banking, securities, telecommunications, e-commerce, e-invoices, transportation, tourism, healthcare and social networks must be linked and authenticated with electronic identification accounts.

📅 Key deadlines
• Effective: 28 September 2026
• Most relevant existing e-transaction accounts: 31 December 2026
• Banking sector: 30 June 2027
